As I said, it’s an average based on 50 years of measurements using lasers pointed at stationary reflectors.

If you are interested in reading a book that really breaks down the cosmos in a way most people can comprehend, look for "Why the Universe Is the Way It Is" by Hugh Ross.
It's only ~135 pages, but it is really fascinating.
