I didn't say they are trained to wound, but they shoot center mass until there is no longer a threat. That doesn't necessarily imply you must kill the suspect. It is a common misconception, but it is important to note. If the suspect is no longer a threat, you cannot finish him off just because you're supposed to shoot to kill.
