While the topic is incendiary, and the employee's true motivations are unknown, the copyright thing is actually a real concern.
If you go to a copy shop and someone asks you duplicate or change an image, you have to get permission from the creator of the original image...or you could get sued.
Not saying the "cake hag" had good intentions, but it's possible they were taught to error on the side caution.

I would have fired the worker on the spot.
