they are given information that she was summoned to court and missed court. then a warrant was issued under those facts and sent over.
that's all they have likely have
how do you make that judgment call? remember, you have to do this same process with all people who have bench warrants

They could have surmised that she was not a threat to flee, gone to the courthouse with or without her, spoken to a prosecutor, and had the issue cleared up before lunch.

that's just not workable. they probably rounded up a few people that day and there is no guarantee the prosecutor would be in (esp in a rural area). if the prosecutor was in, he/she was likely working the court that day. it takes time to work these things out
i'm not saying this is great or anything. just explaining how it works. the reality is difficult, esp if you're dealing with more than 1 person

Meh, it's completely workable. Let's not act like bureacratic protocol is a physical brick wall.
Although I do realize considering your line of work you might have a vested interest in maintaining otherwise

Pritchard isn't exactly rural. It's a big ghetto area north of Mobile. They have project areas that are humongous.

I doubt that she had any contact with the court after she received the citation. She likely ignored it because she thought she had straightened it out in the past, and that was a mistake. She should've gone to her court date.
Here's the Prichard Municipal Court FAQ section. She may have also received a failure to appear notice and missed a second court date before the warrant was issued.

What seems likely to me is that the citation and failure to appear were both sent to the house she no longer owns.

I understand that in the end, this was apparently a misunderstanding, but at the time, they were given orders to do something that appeared to be well within the confines of the law. Because someone is of a certain age, they shouldn't have to operate within the confines of the law? It seems ridiculous since it's about mowing the lawn, but what if it was about property taxes or something "legitimate". Again, I realize this all turned out to be a mistake, but what if this was a lady who actually was neglecting to pay her taxes, should she not be arrested just because of her age?
In the end, the blame falls on those who made the paperwork mistakes (be it her or the local government). But I don't think you can say the people who made the arrest could have done anything differently.

The court needs evidence of proper service before it issues the warrant. Like certified mail receipts that she signed.

bitches gave me a warning a cpl times

This. To clarify, she didn't show up for court, so the prosecutor requests the court to issue a warrant. Then the sheriff goes and executes the warrant. It's silly to blame the deputy. The fault would be on the prosecutor or the judge.
