In needs to be taken a step further and track these students based on standardized performance.
What’s the point of failing a kid if you are just going to put them back into the same level class?
Our education model is foolish for a number of reasons, one being that we tie academic ability to age for the first ten years or so of education. We take seven year olds and teach them all the same thing at the same speed despite the fact that it holds some back because they are beyond those skills and sets some up for failure because they will never be able to keep pace.

Mental horsepower is probably the most significant factor, but no one likes to form a scientific study claiming that some kids are smart and others are dumb, even when it is true. Smart, curious kids find a way to learn. Dumb kids need more training and help, and if their parents don't help, then they can be lost easily.

And they most likely come from highly educated, high-IQ parents. However, there are still environmental factors at play.

Those studies exist but they do not discount the role of environment.

Perhaps it will be generational. Perhaps this law will do what it's aiming to do and actually force everyone to actually learn to read.
Imagine if a generation from now every adult, among all races, is literate. How much better will it be for that next generation growing up in a home with a literate parent or two?
