Yes. It is only illegal if you are in a position of authority over the other person, i.e., teacher / student.

I’m starting to think mental illness is a prerequisite to being a teacher these days. Either that or they are whores in college and can’t find happiness in being married with access to only one penis.

Does this mean college students as well?
I presume so. It says "educator". That would include a college professor or TA.
Also the age gap thing seems very specific.
If the student is 17, it is OK if the teacher is less than 22??? Am I reading that right?
Greater than 4 years = 5. 22 - 17 = 5.
So if the student is 17 and the teacher is 21 (21 - 17 = 4), everything is kosher.
That seems odd.
