I believe it's more towards the teacher-student thing than the age. I'm not sure the law but I know in some states that it's illegal no matter how old the student is if he/she is still in high school and hasn't graduated yet. So, if the student is somehow 20 and still in high school, you would get in trouble.

Edit: Legal age of consent in Alabama is 16.

Pretty much. Again, I don't know the law but if she would have had sex with, let's say a 16 year old boy at a different school than the one she teaches at, nothing happens to her.

Here's the Louisiana Law on this sort of stuff:

§81.4. Prohibited sexual conduct between educator and student

A. Prohibited sexual conduct between an educator and a student is committed when any of the following occur:

(1) An educator has sexual intercourse with a person who is seventeen years of age or older, but less than twenty-one years of age, where there is an age difference of greater than four years between the two persons, when the victim is not the spouse of the offender and is a student at the school where the educator is assigned, employed, or working at the time of the offense.

Does this mean college students as well?

No, that's wrong. I was wrong about the student thing because in Alabama, if you hold a teacher license, then you can't sleep with a student.

with a foster child [Code of Alabama 1975 § 13A-6-81 and § 13A-6-82 and § 13A-6-71].

Nothing about being within two years of age.
