I was more speaking to the fact that countries in subsaharan Africa very largely do not practice any form of preventative maintenance on infrastructure, city planning, or long term economic planning. It seems like the subsaharan ethos is “Does it benefit me or my immediate family today or tomorrow?” If the answer is no, the action isn’t taken.

You are talking as if you think the sub-Saharan African is making a conscious choice to live in the moment and for his own immediate benefit. It’s not a conscious decision. It’s not the result of a laissez faire philosophy. It’s just a lower level behavior, and it’s not limited to SSA.

Since integration, Black Americans have had numerous success stories. Even with its pitfalls, integration has been a remarkable success. Why you want to tie some random African view to the history of Black Americans is for some other idiotic reason.
