It happens all the time with first generation Spanish speakers. It happened with one of the police chases in LA not long ago where a guy ran from police, got in a shootout with them in front of his parent's place, and went in and barricaded himself. He ended up dead from the shootout, but they had to call in an interpreter (likely already on the scene) to talk to the family after they got out.
On the scanner you hear calls for interpreters during family domestic disputes often. They stay primarily within their own community and have little reason to learn English.

I saw his picture/video yesterday after someone put a bullet in his head. He was definitely Latino, I don’t know what he believed but he was definitely Latino.

Tennessee Firearms Association has filed an open records lawsuit requesting all writings, emails and messages of the shooter. So Police have not released anything until a judge rules on the lawsuit.

A lot of legal stuff must be conveyed in a manner where folks must agree that they understand completely. If English is not the language somebody is most comfortable with - A translator is required. Agreeing to allow a voluntary search of residence or explanation re: a search warrant would both require a translator to make sure any evidence obtained is admissible in court.
