how do they forecast this stuff two weeks in advance. Do they just throw mud at a wall and see what sticks?

I'm going to guess those are based off averages more than an actual forecast.
Here in GA, if you look at a 10 day forecast they're not necessarily that close to the historical average. Once you get to days 10-15, I think they're just reverting to the average.
