According to a little light reading, it seems Van Damme was an actual accomplished Karate practitioner. He started as a kid, earned a black belt, and competed and won in some high level tournaments in his teens and 20's. He was also a "Mr. Belgium" bodybuilder.
It also seems that Steven Seagal is full of crap. Here's a pretty good video of him showing his skills in Japan.
