Looks like none of the buoys have any unusual water level activity. 1 hour after the quake now, which was around 411 miles off the coast.

If you're saying that they don't know whether or not a particular earthquake will cause a tsunami, I agree.
If you're saying they don't know when a tsunami will affect a landmass after the earthquake, as in how long will it take, then I think they have that shite pretty well documented.
I'm always interested in the dynamics that cause the former.

I don't know the terms but do earthquakes always cause the ground/seafloor to rise up or fold under at the epicenter? I am guessing some earthquakes don't disrupt the seafloor to cause the tsunami to form?

Possibly. But the crests could be spaced out, too. And I was just reading that a tsunami can traverse the deep parts of oceans unnoticed...but they grow in size once the water gets shallower.

"they"? of course not. no humans know what shape the earth movement will be.
