My ex-BIL was a state trooper and every year, he an another trooper would dress plain clothes, and mingle in the Bourbon St Mardi Gras crowd. One of their main jobs was to look for pickpockets. A remember one year he bitched about arresting a dude on the Saturday before MG, and on MG day they caught the same dude and arrested him again.

Well, they every phone nowadays is worth over $500, so there should be 70 felony counts there. By my count, there should be enough felony charges there to keep these fellows in prison for a damn long time.
