It's funny how you hear of people winning major payouts from minor car accidents, but I bet the family of the three year old doesn't sue or even snitch on the people involved.

Nope. The kid lost the perp lottery. He had the misfortune of being shot by a black person. His life won't matter to anyone except a few family members.

Basically, he just needs to chalk it up as the price of being black.

I get what you mean, but this also comes down to economics. In a car accident, usually the at-fault party's insurer is the one paying the bill. In this case, the people responsible for the shooting are the only ones the victim can sue. How much money/assets do you think the shooters have?
