Worst case is someone tries to be a hero and pulls out his weapon. So he hits one of the guys at best while the other 2 open fire and shoot not only him but probably innocents. Especially considering these types typically aren't the best shooters. Anyone who thinks a concealed carry holder could have solved this is losing their mind.

Maybe the ChoppaCopa. Fed up with the understaffed and overworked futility of the Chopper city police force, deputy Sargent coonass dons a mask and becomes ChoppaCopa. The ruthless detective sprays his choppa all over the ghettos wiping out anyone who won't talk and anyone who breaks the law.
His valiant sidekick: Oliver Kravitz aka Oh Kay Token. A black sidekick who goes with him everywhere to talk to the media and assure everyone that ChoppaCopa isn't a racist.
And their arch enemy. Fergie Son. A dangerous Asian crime boss with the ability to cause people to riot and burn cities whenever ChoppaCopa stops a crime being committed by a black man.

Well it is possible. If a special forces ace shooter with tactical training and shooting skills was there and got the jump on them from behind then he could have solved it.

Gabriel Zimm. A sort of villainous anti-hero. He tries to clean up crime as well, but it rebuked for it, so he goes insane. A latino-american former neighborhood security guard who attacks Dindu when he least expects it. Usually when he's hiding in the shadows.
