It was bad in the 70s but improved in the late 80s. In the late 70s most whites I knew became afraid to go to the Quarter because crime was out of control, in ther opinion. This is when the judicial system was heavily in favor of the criminal element and movies like Death Wish were all the rage because people felt helpless. after Reagan was in office for a few years the pendulum started to swing the other way and criminals started to go to jail and people started to frequent the Quarter again.

Ummm uptown is considered anything from the 3rd to the 13th and most include the 17th hollygrove/pigeon town

Central city is mostly 10th and 3rd ward

Yeah geographically I know that but when one intend to say Central City or Hollygrove etc they don't say "uptown" and the context of my post it was obvious what I meant. But Napoleon is having one of his bitchy "I am Nola" days today

which was still a big percentage of the population considering. And they have been a huge part of the culture if you want to believe it or not.... The explosion in their populations started when whites left the city for the burbs post ww2 and babies started having babies. the "thug" culture we reference that needs to be eradicated was born
