Some background

quote:

Among the provisions are changes to federal law that would allow flooded homeowners who took out Small Business Administration loans to also receive federally funded recovery grants.

The law would also ease penalties on public school districts that didn’t carry flood insurance on all their buildings, create an independent arbitration process for local governments to dispute FEMA funding and provide clearer rules for when FEMA pays for damage to submerged local roads.

Leaders from both parties struck a deal on the sprawling legislative package during the weekend. The bill is expected to clear the U.S. Senate.

They are finally discussing the bill on the Senate floor today with the vote possibly taking place this afternoon. If not this afternoon, it will be passed this week since the FAA funding (the bill it is attached to) expires on Sunday, 10/7.

After that, the President has to sign it and then an order from HUD noting the change in policy regarding duplication of benefits has to be issued. The Restore Louisiana program is already on notice and prepping to start handing out adjusted grants that removes the SBA loans from counting against homeowners.

Also a reminder that this affected people who did not even take a loan but only applied. The amount approved (dispersed or not) counted against homeowners.

Granted that information was from Garret Graves' office not Restore themselves.

This has been a shite show since day one. Props to Graves and Richmond for putting the screws to these assholes though.

I hate that my tax dollars have to go to people too dumb to carry insurance on their property.

It's going to the ones who did, too. How does that make you feel?

Honestly.... it pisses me off immensely, I also see the humor in a bunch of "conservatives" crying about wanting government handouts.

Who carries flood insurance on property that's never flooded and not in flood zone?

Intelligent people in areas like South Louisiana... you see a flood zone is only the area that has 1% chance of flooding, not the only area that can flood. You have a less than 1% chance of getting in a car crash every year, but you still carry auto insurance. You have a less than 1% chance of needing a gun to defend yourself... but tons of smart people still own one. Same with flood insurance, and I don't think taxpayers should have to bail out the morons who didn't buy it, flood insurance is very cheap if you don't live in a flood zone. Everyone cries about people on food stamps... but they are no different than all these un prepared morons.

I never once asked or begged for anything from anyone. Do you have a link to specific "conservatives" doing this?

Here's my stance:

When this happened to us, I applied for everything available that I could. FEMA, Homeowners ins, car ins, SBA, Shelter at Home, and a grant from my own company. Because that meant more security/help for my family and I'm not ashamed of that.

And when it came time to accept things, I only went as far as what I needed. I turned down the SBA (assuming FEMA would be enough and not agreeing with some of the terms). I turned away Shelter at Home (that's an entirely different story if you want to get into government overspending since it was a complete sham). I went deep into my own pocket and with the help of friends and family, we completely gutted and rebuilt my home in less than 2 months doing almost all of the work ourselves to save as much as we could.

Restore LA is completely different. It's a pot of 1.6 billion (again, not something I or many others begged for) that is meant to help homeowners and businesses recovery from a 1/1000 disaster. Less than 400 million has been paid out over the last 2 years because of the red tape in these laws. That money is there to reimburse me and others who helped me as a supplement to FEMA's limitations. No, I didn't have flood insurance. It was a starter home in zone X for a couple on a single salary of that of a small high school teacher. It's a decision I regret because of the stress it put my family through and I have had to deal with those consequences.

20% of flood claims come from areas outside of flood zones.

So I guess the answer is "responsible people."

In St Bernard we were recently moved from a flood zone to an X zone. St Bernard, same place that got feet and feet of water from Katrina.

They say our risk is reduced because of the new levee heights and walls.

Sir or Ma'am, do you trust them? I do not.

If the grants are sent directly to the SBA to pay off the loans, then I have no problem with this. If the grants are going directly to the people, then I have a huge problem with this.

Not sure I support this at all.

Good idea.

Ive carried flood insurance on all 3 houses Ive owned. One required it and the last two did not. When its only 450 bucks a year for max coverage, why the hell wouldn't you carry flood insurance?

They aren't... although if I do end up getting approved from Restore I'd have no problem with this. I only took the minimum SBA of 25K, which was a huge help for me in rebuilding but it also sucks trying to get it paid off.

Me. But, I live in South Louisiana. Areas near me have flooded. I am near multiple rivers and creeks, etc. It is extremely cheap.

Same boat, and that "loan" only partially covered the expense. Flood insurance doesn't come close to making proper repairs, not even to a like condition at the time of the event. I would love to be able to pay off that SBA loan NOW!

Oh, and,

frick you! I did have insurance and it paid for about 50% of the repairs needed INSIDE the house only. Think about all of the stuff you have that you do not store within your house. Think about having to buy that again, just for the hell of it.

Oh, and also, I don't live in a flood zone, but very close.

Just to trigger you a little further, this bill includes another 1.68 billion in aide for victims of Hurricane Florence.
