Obviously Ruston isn't a city entirely full of poors, but how much is that "portion" going to actually be? If I'm a citizen, I'm losing my shite. Not every Buc-ee's employee is going to be a Ruston native.

Didn't the guy who started Buc-ee's get his idea from working in his grandpas store in Harrisonburg or somewhere in Catahoula Parish? CenLa but SouthLa and the state in general has ridiculous SALT and other general tax regimes in place.

I still don’t understand why certain companies get tax incentives and others don’t.
I’m sure the local gas stations in this parish would love to have their tax burden lowered, as well.

I will add West Monroe (and usually Monroe) seem to always have extremely cheaper gas compared to other areas along the 20 corridor and other towns near it. Never understood that.

If 75% of the reason those other businesses want to build in Ruston is because of the Buc-ee's location, they don't deserve the incentives. I believe first come, first served applies in this scenario.

I understand that but the government is acknowledging that lower taxes stimulates growth.
Why not give everyone lower taxes?
The local gas station, with a lower tax burden, could invest in an expansion or more locations which would drive more economic development.

This. A Former Mayor of Ruston set the town up years ago in this special district. Ruston was one of only two towns in the state to take advantage of. Therefor, Ruston is hardly losing anything after the state reimburses 1.78%. We can thank the rest of the state for helping out in a way.

The gas station that employs two minimum wage employees doesn't create the full economic impact as Buccees already established brand bringing in 200 jobs starting at $15/hour.
Do the work first, grow your business, and when you expand you can get incentives too. Low taxes do stimulate growth, but taxes are also necessary to run a functioning society.
The theory is really simple, Buccees can just as well go down to the road to Arcadia or West Monroe and build there if they so please. If that's the case, Ruston misses out on all of the ancillary economic benefits of having Buccees in their town. It's better to get zero tax dollars from Buccees and all the tax dollars from all the other things it brings in than zero tax dollars from Buccees and still not have all of the other things.
