I mean technically all owners have final say followed by GM followed by HC.
but the concept of a dug in fight over the choice seems super rare and unlikely.
Guys would all convince themselves to agree on a guy.

I think Moore will have final say. Who else in this organization is going to pull weight and veto something he wants.

The HC tells upper management who he wants...then the GM and owner decide whether or not they agree and what they would have to pay/give up for said player and see if the math works

Mickey Loomis has final say.
but it's a group decision between the Coaching staff (Moore + OC/DC), Scouting Department (Ireland) and Management(Loomis)
It will never get to a situation where Coach wants a guy and GM says no I'm not drafting that guy here. They meet and build a draft board and plan together a lot prior to the draft.
They don't have players listed individually in order of value, that have player groups in order if value/importance/quality. As Mickey said they have a cloud of players ranked at a certain level then they break that down to need if all other things are equal. When the pick goes in all parties are in agreement.
This is supposedly how all war rooms are run and pre draft planning is set up.
iirc same thing with trades, i.e. when and where they happen based on how the board looks at a certain point. Won't be a situation where a coach wants a player but the GM says naw I'm trading down, or Gm wants to trade up and coach doesn't like the player targeted or giving up draft assets.
They're much more on the same page than some fans like to think.

Loomis doesn’t know anything about scouting and personnel. They have a board they use that is made up by scouts, Ireland, and the coaching staff. Loomis isn’t making any final decision. That is comical. He’s sending in the name and that is about it. The rest of the guys are football guys. Loomis is just an accountant
