The Jets are a literal clown show with Woody Johnson. The Panthers may have the only owner worse than the Jets.

(Dallas) If McCarthy leaves doesn't resign a new contract.

IMO
1) Jacksonville - Decent QB and young talent, winnable division, ownership & FO okayish
2) Patriots - Good front office and QB situation, devoid of talent elsewhere. Have a high standard to live up to after Bill and Tom.
3a) Saints - Stability in FO and ownership, not a big market so have time, bad cap and roster situation and bad medical team apparently. Winnable division.
3b) Bears - Young QB and good talent. FO and ownership can’t get it together and big spotlight market in a super tough division.
4) Vegas -in a super tough division, FO and ownership are kind of a joke, not a lot of talent. Mahomes and Reid
5) Jets - Ownership and FO is just…wow. Huge media market. Young talent, but likely to lose a lot of it because their rookie deals are coming up. No QB at the moment.

Saints are a more stable franchise than Raiders, Jags, or Jets. Coaches value not being fired instantly.

Yes, Saints have aging talent and a bad cap situation.
But the Jets and Raiders have proven for decades to be bad franchises that are poorly managed.
At least the Saints have had some fairly recent success and have shown they can find success and stability with the right coach.

I think bears is best spot. No real cap issues and a young talented qb.
The saints are the worst. Huge cap issue and no qb. Some front office question marks. Fairly new owner.
Otherwise, patriots and Jacksonville could be decent spots

Shortsighted approach.
The owner mostly lets her people run the organization and she will spend the money. If they make a good hire and reset the cap after a season or two, they'll be able to rebuild. I think Gayle understands what is in front of the team, but has a blind spot for Loomis.

She’s untested
As you said, she lets people do their job. What happens if they do a bad job?
Outside of the head coach, we don’t know what she’d do.
Nonetheless, when it comes to the best HC job, we’re a tough spot. Cap issues, quarterback and aging roster.
