Because it's not considered a completion until the player hits the ground and maintains possession through that impact. You know this; it's been the rule for many many years. You may not like the rule, but it is what it is.
When the WR hit the ground, that ball clearly came loose. The DB had his hands on it already, and he secured it himself without it ever touching the ground. Like it or not, that is 100% an INT, and it was a brilliant play by that DB

I thought he caught it went to ground touched by DB and then had it stripped. A catch and down by conract to me. Was it reviewed?

Yep and he will come close and get a bunch of praise. His fanbase will say look how awesome a coach he is. And in the end it will go down as yet another season with a big nothing in the playoffs.

Folks are clamoring his knee was down and was touched, but a player going to the ground to catch a pass must maintain control during and after contact with the ground.
Don’t have a dog in the fight but this seems to be generally accepted by unbiased rule knowers. The did review the call in New York

Someone on the MSB posted a play with Shaheed (as a Saint) vs. the Colts which seemed similar... was called an interception... reviewed... & overturned to a catch
The big difference was Shaheed had his hands on the ball 1st... still had the ball in his hands as he & the IND DB went to the ground battling for it... and still had his hands on the ball until after several moments of fighting for it while on the ground
In this case... Cooks loses almost immediately upon hitting the ground and I do believe this was a "must survive the ground" situation... since Cooks didn't & the DEN DB did... interception (ETA: just saw the post above where referee Carl Cheffers said this paragraph is exactly the call made)

Right. So it wouldn’t have been a Cooks fumble, thus he didn’t have possession. Maintaining possession through the ground has been a hot button issue ever since the Dez play in Green Bay years ago

Explain this then. NFL overturned the call and said this was a catch. And then the head office defended it days later and said they got it right.
One of the calls was bs.

At the end of the day, one’s definition of completing a catch through the ground is still subjective. The timing of it, at least.

These are not the same scenarios
In one, the Receiver catches the ball, the Defender gets his hands on the ball and the defender rips the ball out of his hands when they both come to the ground with the ground never causing the ball to come free.
In the other, the Receiver catches the ball, the Defender gets his hands on the ball (here's where things become different), and as they both come down to the ground, the ground knocks the ball free from the Receiver and the Defender gains possession of it without it ever touching the ground.
The other way to look at this is as such:
If the defender never comes away with the ball in either of these two plays, how would the judgement on the field be ruled?
Pitt: A completion by Rodgers
Buff: An incompletion due to not retaining possession when going to the ground

You obviously are not old enough to remember Phil Simms getting injured for the giants and Jeff hofstetler taking over and winning the Super Bowl for the giants. It can be done. It’ll be tough but not impossible.
