That penalty on 3rd down should have included a loss of down. It shouldn't benefit the offense to be able to replay the down.

That doesn't make any sense. It's not a catch. So why the hell do they get to run this again? What happens if Payton decline that? He actually gets the spot?
Exactly. How is that not just the same as an incomplete pass? Clearly they called the penalty, so why would Dallas get the ball at that spot?
What a weird rule. No idea how the catch isn't simply negated and its 4th down from the previous spot.
