Why not? He's has almost all of the leverage in the situation. He doesn't "need" to coach the Denver Broncos. But the Denver Broncos need a coach.
Payton probably doesn't want the Broncos job all that bad. You have an aging QB that was awful last season and to whom you have committed a ton of money. Plus, you play in a division with two playoff teams. But, if the Broncos are willing to make you an offer you can't refuse then you consider taking it. Meaning, you give them all of your demands (even if some are unrealistic) to see if they will accept them. If they don't, who cares? You didn't REALLY want to coach them anyway and you know you will still be in high demand next year with, potentially, a better group options.

He probably won't, but I don't know if there is anything stopping him from signing a contract with whoever he wants. That would almost assuredly be a breach of his Saints contract, but he and his team could take the position of "frick it"...we'll pay the penalties. Bill Parcels did that when he left New England to take the Jets job. Ultimately the dispute was arbitrated by Paul Tagliabue and the Patriots got some draft picks from the Jets in compensation, but Parcells still became the coach of the Jets.

It's either AZ or he won't be coaching next season. That opens the door to potentially returning to the Saints after another piss poor performance from D.A. and company.
It's starting to seem obvious that his ego can only go so far and we have an owner willing to give in to that.
