Your theory is Sean forced Taysom not to scramble in the preseason so he's healthy for the regular season but why would Sean tell him not to scramble during the regular season last year?

Your first mistake is thinking this was a close QB race. It is wasn't. The job belonged to Jameis the day he signed. Everything after that is a necessary formality for the sake of egos and optics.

These are Brees TD-INT and completion % before becoming a Saint.

This is completely wrong. Why should Jameis get penalized if Callaway doesn't make those catches? Jameis made the right reads, the right decisions and threw the ball in the right places. That's all he can do.
