At this point it seems pretty clear the guy is not a tackle. That means the Saints starting OL has at least one guard (Ruiz) who is bad and a tackle (Penning) is who bad. Maybe the approach is to see what he can do at guard. Best case scenario is you improve at guard (if he is better than Ruiz) and you don't get any worse by playing someone else at tackle...even if that tackle isn't very good.
If you are going to have some bad o-lineman wouldn't you rather have just one instead of two?

I don’t understand how this guy had a first round grade. I mean, unless I’ve forgotten, it’s not like he had a fourth round grade and Loomis just couldn’t resist his infatuation with small school linemen. Were all of the scouts that wrong??

He can't play the position.
The first play is a great example. He's in position. He isn't too deep. He's ready for the DE. But, he gets blown up anyway.
It's easy for guys to get their hands on him first and get under his pads.
There's no fixing it.

A lot of his draft grade was about projection. He has a great frame. He just doesn't appear to be very smart.
Penning played at a small college so scouts never really saw him perform at the top level on a consistent basis.
This is why I don't understand why they just didn't take a player that was more of a sure thing(yes I know there is no sure thing in the draft).
He doesn't really have any football savvy.
