Right now I see these teams as the most likely in order of highest to lowest percentage to sign him:
Colts
Pats (either of these would be a fantastic landing spot)
Steelers (if they decide Ben is done)
Runner up teams:
Bucs
Panthers
Chargers
I am not sure he jumps at any of the runner up teams. I still think Bucs resign Winston, panthers have a new unknown coach (and probably keep Cam), and chargers have a terrible OL.

depends what options bill has
its quite possible he could sign teddy as a stop gap to getting his QB of choice
teddy is a good QB, just not a top 5 QB IMHO, maybe a 10-15 QB

Teddy doesn’t seem like the type of guy to be driven purely by money. IMHO he would take a lot less money to stay here where he is loved by the fans.

This. The Raiders would be insane to trade Carr. Would love to see him in New Orleans if Brees retired. Sean Payton could win lots of games with him.
Plus his brother David Duke Carr would fit right in here in Louisiana.
