Yeah, but that's because most of the time it's player's appeals, which are heard by independent arbitrators. Since this is a personal conduct penalty on a team the appeal goes straight to Goodell.
Hopefully he is just trying to make a point and shock us and he'll reduce it. But I'm not expecting it.
