Even if the Pelicans sign the best FA available, lets say Khawi, that move would take them from improving lottery team to solid playoff team, but it probably wouldn't move them up to championship contender in 2020. Every other player after that puts you at a lower ceiling.
The worst possible thing the Pelicans could do this summer is overpay for the wrong players and limit the teams flexibility in a few years when you might need to most to make a move for a player than could take you from a playoff team to championship contender.
Last, other than filling out the roster, there is no rule that the Pelicans have to spend ALL of that money this season.

I see backup PG as a very high need.
Ball can’t stay healthy and you remember how fricked we were when a marginal player like Payton went down last year?
I think it’s pretty imperative we get a solid backup pure PG.

Do you have any preference in terms of the length of the deal that you will sign?
DG: This is the time where I’m getting older now, so I think I probably want to get as many years as possible. Because as I get even older, I don’t think there will be many teams offering me that kind of longevity or as much money. I think this is the time where I need to maximize the dollars on the longest amount of years that I can do. I would definitely love to get four years, ideally. But, obviously, I’m 32 years old now, so some teams may not want to offer a four-year deal. But I’d love a three-year or four-year deal.
What are the top factors you will consider as you make your decision in free agency?
DG: For me, my biggest thing, my biggest mantra, is winning. I want to be in a situation where I can play, be effective and win. I want to be in an organization that is a contender, so I’m looking at a lot of places that have a really good foundation.

Starting Center (preferably a stretch)
3rd Point Guard (Alonzo, Jrue, and Ingram running the bulk of the ba handling duties)
And Stretch Big off the bench
All seem to be our needs and can all be filled without overpaying. He may be restricted, but I think Maxi Kleber would be a great fit next to Zion in the starting lineup. He is a good shot blocker, can switch on D, and can hit the 3.
If the Horford rumors to Dallas end up being true, we should be able to make Kleber an offer Dallas wouldn't match.
