Yes, apparently they only offered a couple hundred thousand more a year than Kentucky offered which he already turned down. They thought he might "jump at the chance" to coach a team like the Lakers instead.

They didn't really want him. They just wanted it to look like they wanted him. I'll go a step further and guess the leak of the offer number to Woj came from Hurley's side in order to set his price for the future.
