For me its a tossup between two Soprano female vocalists. Both have the voice of an angel.
Sissel Kyrkjebø - Norwegian (Classical Opera, Pop, Folk)
or
Mirusia Louwerse - Australian/Dutch (Classical Opera, Classical-Crossover, Pop, Jazz & Blues)

Assuming this is just genres of popular music...
Country - George Jones, Alison Krauss
Rock - Freddie, Ann Wilson
Pop - Sinatra, Karen Carpenter
Soul/R&B - Sam Cooke, Aretha
JMO.
The greatest pure vocalists, however, would be opera or musical theater singers, simply because of extraordinary talent and decades of vocal training.

Soul/R&B - Sam Cooke, Aretha
JMO.

Absolutely. Her best work is on Canciones de mi Padre album.
The best and most versatile vocalist right now, whether you like it or not, is Lady Gaga. She can do pop, country, jazz, standards, broadway. Not many have the chops to stand with her on stage and belt. Not even Adele. Jennifer Hudson could, though.

Y'all ever listen to Scott Bradley's Post-Modern Jukebox? They do the somewhat gimmicky genre-bending thing but he just keeps finding smoking hot, no name, powerhouse female vocalists. I guess they're jazz vocalists. That giant clown is incredible, too.

Bowie had great control and +3 octave range. One thing I listen for is a pure note with no vibrato. Many use vibrato as cover. Who can hold a pure even note? Bowie for one. Cynthia Erivo can be very pure. Too many for me to name a best.

Paul was so underated. He could sing like Little Richard, ballads, or shred vocals into his 50's.
It's sad where he's at vocally today, but he gave it all for rock and roll.
