Ha! His more recent vocals are what would cause me to give him the nod. Neither Staley nor Cornell's voices held on long-term (not because they're dead, either).
If we're just basing this on early-90s performances? I have to give it to Cornell, though I enjoyed Staley more.

Pearl Jam is far and away my favorite grunge band, but he was not the best vocalist.

It seems like we have this thread a lot, lately.
Depending on how far one wants to stretch the "grunge" genre definition, the dominant 5 vocalists for discussion appear to be:
Staley (AiC)
Cornell (Soundgarden, Audioslave)
Vedder (Pearl Jam)
Weiland (STP)
Cobain (Nirvana)
Those on the outside looking in appear to be Andrew Wood, Rossdale, Hoon, etc.
So, of the "Big 5", Cobain is the easiest to drop to fifth. Certainly the most influential for the genre, as the term "grunge" ultimately evolved to become a marketing term used to sell rock acts who were at least superficially similar to Nirvana in tone and/or from the Pacific Northwest. (If Heart had been just a little younger, THEY would have been tagged as grunge, as well, )
But, the weakest vocalist of those 5, easily.
For the balance, I typically put Vedder as 4th. I think a somewhat more robust, lower, dare I say it, most "manly" voice of the group. While I think he is obviously the right man for Pearl Jam (and the only one to survive this long), I would prefer to listen to any of my top 3 sing, even Pearl Jam songs, if those were my options.
At the top it gets tricky. I think Cornell's vocal versatility gives him ever so slightly the edge, but it is very close between Cornell, Staley and Weiland for me. Very, very close. Almost a 1a, 1b and 1c situation.

Eddie has a sneaky good voice. You first think that baritone and all that growling he does then you hear certain songs or all that shaman chanting shite on that Into the Wild soundtrack and youre like whoa.. he can sing anything

I love how people say Vedder sucks. Anytime I hear that I tell them to watch PJ unplugged. Then tell me that guy can’t sing. His voice was the most copied for a reason.
