Neil Peart was Rush's lyricist, and while Rush is my favorite band, I wouldn't describe Neil's words as poetic. His themes were in-your-face and I would say he lacked poetry in his words. Tom Sawyer has great lyrics but the words originated from lyricist Pye Dubois, who made the wise choice to let Rush develop and record the song.

...true; however the query was 'Greatest Rock Poet Lyricist?' Which is really exploring for someone because of their word and less about performed delivery. Who might even be like a Bernie Taupin, who wasn't nearly regarded a performer, but was highly lauded for what others sang. The two parts might exist as one much like Ali was boxer and poet, who could have made it famous for just either one.
Not that Bernie fit the bill for GOAT-RPL. It's true the rhyme and meter of uttered delivery does matter; however Dylan's nasal'ed yodel was just another part of what he wanted us to see, and while truly not much of a voice to ask for, the poetry of word still remained despite the instrument, the 'lectronics, or garbled drawl.
