Out of sheer curiosity, where does Justin Chancellor rank on your personal list? Definitely seems like the most down to earth guy out of Tool, but that doesn’t take anything away from the fact that the man is an absolute genius on a bass.

Justin Chancellor is definitely on my list. Some under-appreciated bassists:

Allen Woody (Allman Brothers, Govt Mule) is my all time favorite
Duff Mckagan (GnR, Velvet Revolver)
Ryan Martinie (Mudvayne)
Matt Freeman (Rancid)
Ty Zamora (Alien Ant Farm)

I like Tool but he doesn't really rate on my list. My list would probably start with Geddy Lee, Les Claypool, Steve Harris, Geezer Butler and Billy Sheehan. And Tony Levin, of course. And John Paul Jones.
