The only way I can see you saying this is if you define Bowie as more experimental, which is definitely true. Still, he could certainly write a straightforward pop song.
As far as writing a catchy pop song, like top of the Billboard chart kind of stuff, Elton has got Bowie by a mile. I mean outside of like "Fame" and "Ziggy Stardust" I can't even think of any like big time single Bowie released. "Ashes to Ashes" maybe?

Bowie's better. i saw elton john at the cajundome in high school and it was kindof meh.

Funeral For A Friend (Love Lies Bleeding) is my personal favorite.
With Elton John, you have to take into account Bernie Taupin's contributions and the absolute top notch band he's had all these years and how much of the songs were actually written by them.

Captain Fantastic is his best album.
Maybe followed by Madman Across The Water, although it kind of fizzles out.
Tumbleweed Connection is good, but there are some weak spots. Amoreena is one of his best songs, though.
Mona Lisas and Mad Hatters is a badass song.

Elton is a legend and very very good, but you could make a case for Billy Joel as well. It is amazing how many great songs Billy Joel had in the 70s, 80s, and early 90s. It's a close call between the two.
"Michael Jackson"
Was the closest thing to Elvis since Elvis in terms of being iconic and insanely famous. Very good back in the day but not nearly as versatile as Elton or Billy.
"Phil Collins"
Solid as a solo artist AND with Genesis. Has never gotten the respect he deserves with the absurd hate he gets which never made any sense to me. Excellent drummer and underrated lead vocalist
