Agree. Huge difference between this and Verve Pipe with Bittersweet Symphony. In no way does that sound like the Stones.

As others have said, he probably thought that they wouldn't get permission, so they did it anyway and decided to pay the price afterwards.

The song was number one and still gets a lot of streams, downloads, YouTube views, etc.

At some point that revenue will decline significantly, maybe close to zero.

But for now, all parties are likely happy with the arrangement.

I wonder if the Beastie Boys had to pay Led Zeppelin and the Eagles for all the samples they stole? And that was way before people even thought about asking permission.
