A couple of my favorites:
George Harrison. He didn't have the strongest voice, the best range, etc., but he had a beautifully quiet, understated, ethereal voice that does something to me when I hear him.
Ann Wilson. I've gotten the chills hearing some of her live performances. Just amazing.

There is nothing moreso than singing where judging "best" is 100% subjective. In this way every answer is wrong and every answer is right.
The way it hits my ear, technically virtuosic singing is usually really irritating. Lots of voices that are held up as masters grate on me. I'm all about timbre and expression as opposed to this silly thing that has been perpetuated by TV shows like American Idol and The Voice. Famous poor singers encouraging amatuer poor singers to sing poorly.
My favorites are Robin Zander and John Lennon. Maybe Paul Westerberg.

But how many can hit every note of the National Anthem? Thank goodness that's not the benchmark. A lot of my favorites would never make the cut.

I always thought Kiri te Kanawa had the most beautiful voice I ever heard. In popular music I would say it's Mary Black but Alison Krauss is not far behind.

Not sure about "best", but I always thought Nat King Cole had the smoothest voice I'd ever heard.
