Unoriginal opinion but I'm going to have to vote for Dark Side of the Moon. Runner up: The Lamb Lies Down on Broadway.

May not be applicable but Zeppelin's "The Song Remains the Same" concert footage and film sequences comes to mind.

I would definitely call it a concept album. Life and death Day and night Light and dark Youthful angst and existence Billy (knowing Billy), has probably said it is and is not a concept album at different points in time.
Yeah, I guess it depends what you consider as a concept album. It seems like there are a few themes in the album, but I don't see 1 over-arching theme.

Interesting take. I've never considered At liens to be conceptual. Great album but don't really consider it a concept album. Would like to hear your thoughts about it.
My favorite (rap fan) is Prince Paul's " Prince among Thieves". Great album.
Another favorite is Mr Lif "I, Phantom"

Agree with Metropolis Pt 2.
Also like Iron Maiden - Seventh Son of a Seventh Son and Iced Earth - Something Wicked Pt 1 (Framing Armageddon). Going more metal than that, also Into Eternity - the Incurable Tragedy.

What about Railroad Earth - Last of the Outlaws? Would that classify as a concept album? What about Ryan Adams - Love is Hell?
