That album run that Billy Joel did from '76 to '83 has to be one of the most brilliant in pop rock music history. Not the best, but it's up there.
'76 Turnstiles
'77 The Stranger
'79 52nd St
'80 Glass Houses
'81 Songs in the Attic
'82 The Nylon Curtain
'83 Innocent Man
I guess the same can be said about Elton John record streak starting in 1970 probably until 1976. Brilliant albums one after the other. To me, the best has to be from Goodbye Yellow Brick Road to Captain Fantastic.

Beatles: Revolver/Sgt. Peppers
(although personally I like Rubber Soul/Revolver better, but EMI put out that weird compilation "Yesterday and Today" in between them).

If I was doing a top 5 back-to-back list, those both would be there.
Some other favorites:
Dylan- Bringing It All Back Home and Highway 61 Revisited (or HWY61 and Blonde on Blonde)
Pixies- Surfer Rosa and Doolittle
Beatles- Rubber Soul and Revolver
Built to Spill- Perfect From Now On and Keep It Like a Secret
Animal Collective- Feels and Strawberry Jam
