Why did bad guys always wear Bowler Hats?

Watching Charlie Chaplin in The Kid and it got me thinking. Every person who wears a Bowler Hat in a movie is bad. There's Odd Job from James Bond,the gang from Clockwork Orange, Bowler Hat Guy from Meet the Robinsons. The one epsidoe of Tom and Jerry where that cat gang all wore sweaters and Bowler Hats.

I suppose it’s kind of interesting to think about considering it was the most popular hat in the Old West and is “the hat that won the west.”
