Because "enough blood has already been shed on his account" - he says so.

I was waiting for Legolas to pop him with an arrow as he rode away
I guess he just chilled in the tower with Saruman after Isengard fell and they had ghey secks

Saruman dies differently in the books doesn't he? Doesn't Frodo kill him in the shire or something? I can't remember. Been too long.

not really sure what Aragorn's motivation is, but it ends up setting up Saruman's downfall. It's been an age since I've read the books so I forget what wormtongue's role is there.
Similar theme to letting Gollum live so he can be around when Frodo nearly falls to temptation. Gollum didn't have the purest of motives, but he made sure the deed got done.
Tolkien seemed to like the idea of letting these awful pieces of shite live because there is the off chance they might have some part left to play that benefits the good guys.

Haven't read the books (forgive me), but at the beginning of ROTK, both him and Sauron (sic?) are at the top of the tower, he stabs Sauron in the back, and Legolas sticks Grima with an arrow.

This is what I'm really getting at.

Maybe because he used to be a man of Rohan, and figured that if shown that act of mercy, he might reconsider the side he took. Obviously didn't work that way.
Also, just because Aragorn is a good person, and doesn't believe in killing needlessly.

This is what I figured. I know Tolkien likes to recycle evil characters and use them for good later in the books. I guess I'm just reading too much into this.

It's one of those plot points where you're going "If they had at least detained him, Sauron wouldn't know to go to Helm's Deep". Drives the story, I suppose.

Sauroman was pretty smart think he would have figured it out himself

Nobody seems to have said this yet so I'll chime in. In the books there is a section at the end of ROTK called The Scouring of the Shire. Basically Grima and Saruman have gone back to the Shire with a bunch of thugs from Isengard. The four hobbits lead a battle and take it back. At the end Grima gets pissed at Saruman for something and jumps on his back and stabs him, then runs away. I don't remember it ever saying where he goes.
So basically it's the same thing that they show in the extended version without Saruman falling from the tower.
Wiki says this about OP's question from the book:
I guess they didn't think about what he would do afterwards?

Gríma was given a choice: prove his loyalty and ride into battle with the king, or ride into exile. Choosing the latter, he went to dwell with Saruman at Orthanc
