No he isn't. He never tries to harm Clarice in any way and actually actively helps her. Buffalo Bill is the villain in Silence of the Lambs, not Lector.

Fine, maybe not Silence of the Lambs, but he certainly tries to hurt Will in Red Dragon. Therefore, he is still an antagonist even if not the main one in the later books/movies.

Never really saw him as that good of a villain really. Just an evil presence and found him to distant to be a threat to our heroes. This guy though was a great villain, and one of my favorites:
