Nobody complained that it has two women leads. It was just commented that the positive early reviews could be influenced by the fact it has two women leads. And then if the show fails, the showrunners could then blame it on sexism (as has happened in the past).
It was just an observation, and it takes a modicum of nuance to understand nobody is upset that it has women.

So I guess I’ll talk about the actual show. 
I like that they’re using the supernatural element. Seems to have a decent cast. Didn’t realize Fiona Shaw (lady who followed the dead guy out to find the men) was in it and pretty stoked to see her.

That’s what it seems to imply. With the woman’s tongue being found at the facility (they mentioned the grooves in the tongue are from wetting fishing line with their tongue, a common local practice I’m assuming).
The girl in the photos is the young local Native woman who was stabbed 30+ times and had her tongue cut out that Navarro found (and the case apparently caused her to spiral). It sounds like Jodie Foster’s character has interest in the cold case.
