I think Marty's wife is in on it. The two women that Marty is or has slept with are way of his league, and they are in on it also. The wife uses them to cause friction between Russ and Marty. I think she is always trying to keep tabs on both especially Russ when she visits him.
Once she finds out that Russ is on to Tuttle, she uses the friction to get Marty and Russ to eventually separate(Russ quitting)

Possibly. But I think it's more of an issue of she's doesn't want to bust anyone's heads. And by doing so she's inadvertently putting additional heat on Rust without knowing it.
