I'm no longer in the "Marty did it" camp after further research. I feel that the cult is unavoidable at this point.
We can assume that there are red herrings implicating Marty. One being the fact that he tends to wear shades or hangs out in the car when possible cult related people are interviewed. This still bothers me.

If anyone goes back to episode 2 and watches the scene at the bunny ranch when Marty is left alone with the woman who holds the lease, it seems almost as if they know each other.

yes. go back to that scene and remember it was stated "the sherrif has a stake in this place"...some sherriff was protecting/partly owned the bunny ranch

Marty says something about the girl at the bunny ranch not being 18 and then the woman replies something along the lines of "such holy bullshite from you" as if she knows how marty is

I need a reminder: Tuttle is not anywhere on their radar in 1995 or, as far as we know, up until 2002, correct? I know his name was mentioned, but they never said "Tuttle is involved" or followed a clue because it was related to Tuttle?

I think Rust was skeptical of Tuttle from the beginning, but no his name doesn't come up until 2002

Correct.
ETA: Rust just found all that cultish stuff at the old Tuttle school which I guess occurred in 2002. That is what sends them to Tuttle, IMHO.

That's a good policy. Still, I hate the thought of dem tittays being finished on the show.

If Marty is involved in the cult, his killing Reggie would have to be explained. Do you kill fellow cult members when they are caught? Reggie didn't seem to be very rich and powerful, so he may not have been one of the cult leaders. Are the sacrifices willing members of the cult or are they just victims outside of the cult (or a little of both)? Miles hasn't been introduced yet so there are still other possibilities for rich and powerful cultists.
Is Tuttle involved? Yes (maybe both cousins). Is Pastor Theriot involved? Not certain. They burned his churches down twice. Who would have done it if he is a cult member?
There are several red herrings, so the story still has to develop further.

I guess the reason Marty killed Reggie is because he got exposed (with the children). Marty killed him in part he was pissed about Reggie's sloppiness or just to cover a connection. This is if you believe Marty is in a cult....which I don't.....sorta.
