I think you're right. Makes complete sense. After Hart shot Ledoux, Rust told him not to sweat it because he was a bad guy. Rust has zero issue taking it into his own hands.

Billy Lee Tuttle and the "Light of Way School" religious faction are waging war on the heathens (Ledoux's Yellow King Occult group). The Light of Way group has the support of the powers that be (ie the governor and other power players).
The two detectives interviewing Marty and Rust could even be instructed present day to try to pin it on Rust.
The corruption still likely exists.

Plus he knows the group is somehow too powerful and protected to ever be brought to legal justice. I really think he is carrying out his own moral judgment. It's very consistent with his character

My thoughts...
- Rust is not the killer, but is hunting down (on his own) anyone involved with Ledoux, etc.
- Rust kills Tuttle somehow, but manages do not draw any suspicion on himself (until now, obviously)
- The "yellow king" cult is backed by some people in high power, and has a lot of secret influence with law enforcement, probably on every level in the state.
- The two cops interviewing Rust/Marty have been led to think that Rust is the primary suspect and in doing so are leading Marty to try to bring him down.
- Ledoux seems to already know about Rust because the powers that be have already warned them about Rust. Possibly why Ledoux said he had a dream about him.

It's very consistent with Rusts' character. Remember what he said to Hart after he shot Ledoux? "Nice to see you commit to something". Rust is committed.
