Reading through the comic and saw this which I think everyone here will enjoy. No worries, nothing spoilery about it as we're past this point on the show.

the heads were severed, but the brains were still intact. the zombies dont die unless the brain is damaged. the water may lessen decay or just be a way to trap the heads so they are not a threat. that was never discussed in the show.

In regards to the Governor and his daughter, this is my take:
It's fairly obvious to me that the Governor has a Herschel-esque belief (circa Season 2) that some remnant of humanity remains within the walkers, even though we all know better. This is the reason we were shown the "experiment" last episode where old man Coleman was allowed to die and reanimate in an attempt to show he still may have some connection to his human side even though he turned. This is also alluded to early in the episode when he is mentioned. Also notice the Governor played children's music when he let Penny out - it is probably safe to assume it was a favorite song of hers. He still holds on to the unrealistic notion he can somehow get her back and in many ways Penny served as his final frail link to hope and humanity - virtues completely lost to the present world they all live in. With her "death", his already steady descent into madness and depravity steepens, which I think will become evident in the second half of this season.

Just caught up-watched 5 episodes in a row. Season 3 has been great, and the Governor has been everything I expected him to be and more. Great job AMC. I'm really excited for the second half

I only started reading the comics from the Prision on, and have only gotten to the Mischonne escaping Woodburry/Govenor. And just those few volumes are pretty darn entertaining.

Right. The experiments were to try to "cure" his daughter. His daughter was the Governor's connection to his humanity. With her death he's going full Hitler.

I don't think you have to worry about the double suicide theory. In the preview clip, Glenn is actually talking to Michonne when he says "we can end this," presumably he means to return to Woodbury to kill the Governor. Maggie is just reacting to Glenn's bravado. This makes the most sense because the forest scene in the preview shows Mich and Glenn running together towards Rick asking what "he" (Merle) is doing there.

I have read about halfway through the series. They are entertaining, but again, its a fricking comic book.

I was cautious about them being comics as well having never read comics before, but I have really enjoyed them. Who would of thought it was possible for TD to make me into an even bigger nerd.
