Actually, quite the contrary. If Qui Gon had failed to save Padme, Palpatine would not have been Chancellor with Padme not calling for a vote of no confidence. So there goes your little theory.

Well, the plan makes no sense. Palpatine should have had Viceroy send the Ambassadors away saying that there would be no negotiation and that their plan was to invade the planet. But why does he need a fake treaty signed in the first place and not just forge it? The plot makes no sense whatsoever.

Palatine knew where Anakin was all along. Qui-Goin was being manipulated.
According to the early scripts/novelization Anakin was birthed directly from the force by Plagueious. Palpatine recognized the power and killed his master while sending Maul to monitor him (see symbols on Anakin's house).
