Please help me with a movie title

This movie has a kid that sets up tin foil in a radio tower to keep the bad guys away and in the climax of the movie he’s climbing it during a thunderstorms while the bad guy is chasing him.
I thought it was Kindergarten Cop but when I watched it last night I was surprised to not see that scene.

It was definitely Kindergarten Cop. He puts laser guns up on the tower and nearly falls.
