Well, it might not, they could very well equate Bradley's story to the way police interactions are overblown by society and used to railroad people a la John Walker, and that would be a valid point that desperately needs to be made.
That is a theory that was put forward in this thread, but I would be absolutely floored if that's where they end up going with this. That's simply not a conversation that can be had.

Idk if it’d be that simple. If they were prepared to they could contain him. Steve could be contained under the right circumstances and a proper cell.
