Definitely. I think stakes should stay small on the TV shows. They should be a way for more character exploration to occur.
I really like Hawkeye, even though I had some minor issues with it. But it was smaller stakes, more character driven.

This was my biggest issue with the whole thing. I didn't really care that Fury never called in an Avenger because it was well established in the show that he wasn't going to do that, it would have been way out of left field if he had.
But...in the end he essentially did call in for help, just not from someone with an Avenger tag. It was very stupid.

This is where I'm at as well, you don't really have the budget to pull off world ending events in a show and you're also relying on the fanbase to watch every show so if they skip a world ending event and it's referenced in the next movie, you can kinda alienate some of the viewers (Doctor Strange 2 comes to mind).
Focus should be on personal, character driven shows that pulls the curtain back a bit on the MCU world. Shows like Hawkeye are great because you get to peel back a couple of his layers, have a tight story, and introduce new characters for potential future projects.
Loki was kinda able to pull this off as well because their adventures weren't on Earth.
